BILLING INFORMATION
The District generates billing on or about the 27th of each month, year round. The bills are processed for the preceeding month and are due by the 15th of the following month.
Please be sure to advise us of any address changes, name changes, etc. If we do not have this information, we cannot be responsible for misdirected mailings.
**SUGGESTION**
If you use the "Bill-Pay" through your local bank, please be sure the date you request us to receive your payment is as early in the month as possible for you. Many times the requested "receive by" date is correctly entered as the 15th, but we do not receive them until after that date, thus resulting in a penalty to the customer.
Debit/Credit Card Information
**NEW LOWER SURCHARGE FOR CARD USAGE!!**
The BLRWD currently accepts Visa, MasterCard and Discover cards. There is a 2.75% charge to use any type of card. The 2.75% is charged on the amount you wish to pay. Debit or credit card payments may be made in person at our office during regular business hours or over the telephone.
The District is charged this same surcharge (plus a montly fee) by the company we use to process card payments. We do not make a profit on customers that use their cards. This service is offered as a convenience to the customers that wish to remit payment in this manner.
The District also offers an "auto-pay" option. We will gladly debit your debit/credit card for you each month. You will never have to worry about being late or even dropping it in the mail! (The 2.75% charge still applies)
Penalties
All Penalties will be calculated on the 16th of each month or the next business day after the due date.
On the morning of the 16th, any payments left in the drop box will not accrue a penalty. Any walk-in customers on the morning of the 16th prior to penalty calculation will not accure a penalty (prior to 9:00 am).
As a courtesy, any payments received after the 15th of the month postmarked prior to the 10th of the month will have the penalty reversed.
Any payments received after 9:00 am on the 16th of any month (in person, via the mail, or placed in the drop box) will be assessed a 10% penalty as allowed by state statute (IC 36-9-23-31).

LIEN INFORMATION
As the District does not disconnect service, state law provides for us to file liens on properties where the sewer bill has not been paid. These liens are filed on a quarterly basis (March, June, September and December).Anyone with a pending lien is notified by mail by the District prior to the lien being filed.
The liens are recorded and certified in the county where the property exists. The liens are certified to the county auditor (who assesses an additional charge) and are placed on the tax statements to be paid with the property taxes. This being said, the liens can, at that point, only be paid directly to the county treasurer. When the District receives a disbursement of all liens paid to the treasurer the liens are then released and are no longer attached to the property. No property can be sold with outstanding sewer liens.
If liens remain unpaid, this can place the property in question in line for county tax sale. Sewer liens are second only to property taxes and are considered a special assessment. If the property taxes are paid and the sewer liens are not, the property can still be placed on the county tax sale.
